The National Shipments and Spend Indexes both grew sequentially—and year-over-year—as the economy gained momentum as it emerged from the effects of the pandemic. Strong retail sales, imports, construction, and manufacturing output drove growth in shipments. The spend index surged in the second quarter on gains from extremely tight truck capacity, a profound shortage of drivers and a rise in diesel fuel prices, which are reflected in increased fuel surcharges.
